New Multi-Purpose Baywalk Facilities Set to Rise in Poro Point Freeport Zone

The Bases Conversion and Development Authority (BCDA), Poro Point Management Corporation (PPMC), and the Department of Public Works and Highways – La Union 1st District Engineering Office (DPWH-LU1DEO) held a ceremonial signing of the Memorandum of Agreement (MOA) for the Construction of Multi-Purpose Facilities in Poro Point Freeport Zone (PPFZ) on October 28, 2025 at the PPMC Administrative Building, City of San Fernando, La Union.

The project marks a significant milestone for the three agencies, demonstrating their common commitment to advancing infrastructure development and improving public amenities in the PPFZ. The planned multi-purpose facilities will feature a basketball court, skate rink, tennis, pickleball, and volleyball courts, as well as improvements to existing Poro Point Baywalk amenities.

Present during the ceremony were Hon. Mario Eduardo C. Ortega, Governor of the Province of La Union; Atty. Gisela Z. Kalalo, BCDA Executive Vice President and COO; Engr. Richard Brian M. Cepe, BCDA Vice President for Land and Assets Development Department; Hon. Nicky A. Oller, PPMC OIC Chairman of the Board; Hon. Servillano C. Flores, Jr., PPMC OIC President and CEO; PPMC Director Joel Caringal; Engr. Sherylann B. Gonzalez, DPWH OIC District Engineer, together with BCDA, PPMC, and DPWH management, officers and staff.

The MOA stands as a symbol of cooperation among BCDA, PPMC and DPWH signaling a shared commitment to accelerate infrastructure development and inclusive growth in the Poro Point Freeport Zone, the City of San Fernando, the Province of La Union, and the entire region.

Following the ceremonial signing, a groundbreaking ceremony was held at the Poro Point Baywalk area to officially kick off the construction of the Multi-Purpose Facilities, marking another step toward transforming the Poro Point into a premier destination for recreation, sports, and community development.

 

Poro Point Management Corporation

The Poro Point Freeport Zone used to house the former Wallace Air Station. The enactment of Republic Act 7227 (Bases Conversion and Development Act) on March 19, 1992 and Proclamation No. 216 on July 27, 1993 effectively transferred the stewardship of the Freeport to the Bases Conversion and Development Authority (BCDA) to facilitate its conversion into a productive economic growth center.
